Summary

You will serve as an Administrative/Technical Specialist (Financial Management Analyst) in the Funds Management office, within the Budget Division of the Comptroller Department, Naval Surface Warfare Center, Indian Head Division
( NAVSURFWARCEN IH DIV).

This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Duties

Help
  • You will perform funding requirements analysis and will perform administrative functions to include preparing, analyzing, interpreting, and presenting financial data.
  • You will use financial information to recommend solutions to complex problems.
  • You will routinely provide subject matter expertise on operating, maintaining, and modifying existing financial analysis and reporting in a Working Capital Fund (WCF) field activity.
  • You will work with team lead and other financial managers.
  • You will be responsible for preparation and analysis of: funds management team metrics, financial statements, drumbeat metrics, Sharepoint, development and resulting reports, funds document closure of expired funding, and GT and C tracking.
  • You will be the subject matter expert relating to the FIAR initiative and will advise on: Outgoing Fund Document Undistributed Obligations (OFDUDO), Unfulfilled Customer Orders (UFCO), and will reconcile Dormant Accounts.
  • You will practice effective customer service and will interpret funding related polices, procedures, and instructions appropriately as a subject matter expert.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band, GS-09/10 equivalent, in the Federal service or equivalent experience in the private or public sector creating or developing financial plans and products in support of Working Capital Fund budgetary and financial management processes (e.g., analyzing financial data, developing budgets, assessing financial performance, identifying discrepancies) in compliance with federal regulations.

Education

The following education may be substituted for specialized experience:

A Ph.D. or equivalent doctoral degree.

OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent
